Switch worker to the Ookla CLI (jitter, packet loss, server, ISP,
shareable result URL, bytes). Migration 028 enriches speedtest_results
+ adds a generic app_settings store. New /speedtest page: KPIs,
throughput + latency charts, window stats, configurable schedule
(reschedulable cron) & low-speed alert threshold, history table.
SV card gains ping/jitter + a link through to the page.

Split long page text into 1500-char chunks before calling Ollama, then
mean-pool the per-chunk vectors into one page vector. Removes the hard
6000-char slice that still caused 500s on dense markdown/table pages.

Adds GET /api/health/services returning registry services grouped by
category with merged cached status and per-group healthy counts, and
POST /api/health/check (owner-only) that enqueues a health.check
pg-boss job. Registers the health_check worker in the jobs index.
After creating a ref, the Node-side ingest.blob worker enqueues a
follow-up job for the Python void-workers (Plan 4) to OCR / extract
text. Other kinds (file) get no follow-up.

create/update on embeddable repos enqueue embed.text with a singleton
key that coalesces rapid edits. No-op when the queue is not running

safe_fetch.js validates URLs before fetch: rejects non-http(s), literal
or DNS-resolved loopback / RFC1918 / link-local / CGNAT / metadata
addresses; follows redirects manually with the same checks on each hop.
Test fixtures gate the check with VOID_INGEST_ALLOW_PRIVATE for offline
fixtures that hit 127.0.0.1.

Job queue starts only in the CLI gate (not inside createApp), so tests
manage their own queue lifecycle. waitForJob() takes a (name, id) pair
to match pg-boss v10's getJobById signature.

Per-name ensureQueue promise dedup so concurrent enqueue+subscribe
on the same queue do not race createQueue (Postgres deadlock).
